EV Incentives in Quebec: What Changes on December 31, 2026 at Midnight

EV Incentives in Quebec: What Changes on December 31, 2026 at Midnight

Every fall, I see the same scenario. A client tells me: "I want an electric vehicle, but I'll wait a bit and see." For years, waiting was often a fine idea. This time, it isn't. On December 31, 2026, at midnight, one of the two levels of government assistance disappears completely and the other goes down. Here's what you need to know, with the dates that really matter.

EV incentives in Quebec, the essentials: the provincial Roulez vert program (up to $2,000 for a new 100% electric vehicle) ends on December 31, 2026, and only the registration date counts. The federal EVAP incentive (up to $5,000 in 2026) continues until 2031, but goes down every year.

What Disappears on December 31: Roulez Vert

Quebec's provincial Roulez vert program ends on December 31, 2026. That date was announced as far back as the 2024-2025 budget, and the 2026-2027 budget announced no extension. Starting January 1, 2027, there will be no provincial assistance for purchasing an electric vehicle.

For vehicles registered in 2026, the official amounts are:

  • New 100% electric vehicle: $2,000, half of what was offered in 2025.
  • New plug-in hybrid: $500 (battery from 8 kWh to under 15 kWh) or $1,000 (battery of 15 kWh or more).
  • Used 100% electric vehicle: $1,000, under conditions (notably that it has never been subsidized and that it's bought from a Quebec dealer).
  • Home charging station: $600 through the Écorecharge program.

The vehicle's manufacturer's suggested retail price must not exceed $65,000, and that ceiling now includes option packages. A client who adds three packages can therefore fall out of the program without realizing it.

The Detail That Costs $2,000 to People Who Don't Think About It: The Registration Date

This is the rule I repeat most to my clients, and the one that surprises them most. For Roulez vert, only the date the vehicle is registered in your name counts. Not the order date, not the deposit date, not the signing date.

In concrete terms: a vehicle ordered in November but delivered and registered in January 2027 receives nothing from the province. The government says it itself: no transitional measure for those who had already ordered or paid a deposit before the reduction dates.

In 20 years in this business, I've seen delivery delays happen to very well-organized clients. A late shipment, a vehicle arriving two weeks later than planned, an inspection that takes longer. December is a month when everything slows down, and the calendar is unforgiving. That's why the right question isn't "when should I sign?" but "when will my vehicle be registered?"

What Goes Down: The Federal EVAP Incentive

The federal government's Electric Vehicle Affordability Program (EVAP, known as PAVÉ in French) continues beyond 2026. It runs until March 31, 2031, with a $2.275 billion envelope. But the amount decreases over time.

In 2026, the incentive can reach:

  • $5,000 for a 100% electric vehicle
  • $2,500 for a plug-in hybrid

The main conditions: the vehicle must be made in Canada or in a country with a free trade agreement with Canada, and the transaction price must not exceed $50,000 (except for vehicles made in Canada). The incentive is applied directly at the dealership, with no separate application from you. Several Hyundai models built in Korea are covered, including the Kona Electric.

For 2027, several specialized sources report that the maximum incentive for an electric vehicle will drop from $5,000 to $4,000 starting January 1. Hyundai Canada confirms for its part that the amounts decrease gradually each year. I invite you to validate the exact amount for the model you're interested in with your advisor before deciding, because eligibility varies by model, trim and transaction price.

What This Changes in Your Budget

In 2026, a client who combines everything can receive up to about $7,600: $2,000 from the province, up to $5,000 from the federal government and $600 for a home charger. In 2027, only the federal incentive will remain, likely around $4,000.

Maximum incentives for a new 100% electric vehicle in Quebec: 2026 vs. 2027.
Incentive Registered in 2026 Registered from January 1, 2027
Roulez vert (Quebec) $2,000 $0 (program ended)
EVAP (federal) up to $5,000 about $4,000 (to be confirmed)
Home charger (Écorecharge) $600 subject to program conditions
Potential total about $7,600 about $4,000

That represents a potential gap of about $3,600 between buying within 2026 and buying from January on. For a client torn between an electric vehicle and a gas vehicle, that gap can tip the entire five-year cost comparison.

Two more changes are worth knowing if you're planning long term: an annual fee of $125 for electric vehicle owners starting January 1, 2027, and the end of free ferry and toll access for green plates starting April 1, 2027. They're small details, but they're part of the full picture.

What I Recommend, Depending on Your Situation

I'm not here to pressure you. If an electric vehicle doesn't fit your reality, incentives should never be the reason you buy. But if you're already seriously considering one, here's how I suggest you think about it.

You're within three months of a likely purchase

Do the test drive now, not in December. Ask your advisor for the real delivery time of the model you want and work backward from your target registration date.

You want a specific model with options

Check the manufacturer's suggested retail price with all options included. The province's $65,000 ceiling and the federal $50,000 ceiling don't apply in the same way.

You plan to install a home charger

Electricians fill up fast at year-end. Book early, and check the conditions and dates that apply to your installation with the Écorecharge program. Eligible chargers and certified electrician requirements are strict.

You're thinking about a used 100% electric vehicle

The provincial $1,000 is also about to disappear, and it comes with several conditions (a never-subsidized vehicle, a battery inspection, a purchase from a Quebec dealer). Talk to your advisor before choosing.

You're still torn between electric, hybrid and gas

That's a legitimate decision. Take the time to test drive, and compare five-year total cost before looking at incentives. If an electric vehicle is the right choice for you, the 2026 incentives are a bonus. If it isn't, they won't make it better.

What Doesn't Change

A word of honesty, because my role is to be a trusted advisor, not a pushy salesperson. Even without the provincial incentive, buying an electric vehicle can pay off over time, thanks to fuel costs and generally simpler maintenance. The end of Roulez vert makes the choice tighter financially, not impossible.

I also found no sign that provincial funds would run out before year-end. But I recommend not testing the limit, especially with year-end delivery delays.

Our Sales Director's Perspective

The right question isn't "when should I sign?" but "when will my vehicle be registered?" For Roulez vert, only the registration date counts.

EV Incentives in Quebec: Frequently Asked Questions

Roulez vert and the deadline

When does the Roulez vert program end?

Quebec's provincial Roulez vert program ends on December 31, 2026. Starting January 1, 2027, there will be no provincial assistance for purchasing an electric vehicle, and the 2026-2027 budget announced no extension.

Which date counts for Roulez vert: the order date or the registration date?

Only the date the vehicle is registered in your name counts. A vehicle ordered in 2026 but registered in January 2027 receives no provincial incentive, and there is no transitional measure for orders or deposits already made.

How much does Roulez vert pay in 2026?

For a vehicle registered in 2026: $2,000 for a new 100% electric vehicle, $500 or $1,000 for a new plug-in hybrid depending on the battery, $1,000 for an eligible used 100% electric vehicle and $600 for a home charger through Écorecharge. The manufacturer's suggested retail price, options included, must not exceed $65,000.

Federal incentive and budget

Does the federal EVAP incentive continue in 2027?

Yes. The Electric Vehicle Affordability Program runs until March 31, 2031, but the amount decreases every year. In 2026, it reaches up to $5,000 for a 100% electric vehicle and $2,500 for a plug-in hybrid; for 2027, several sources report a maximum of $4,000 for an electric vehicle.

How much can I save by buying my electric vehicle in 2026 rather than 2027?

In 2026, a client can combine up to about $7,600 ($2,000 from Quebec, up to $5,000 from the federal government and $600 for the charger). In 2027, only the federal incentive will remain, likely around $4,000, for a potential gap of about $3,600.

Do I need to apply separately for the federal incentive?

No. The federal incentive is applied directly at the dealership. The vehicle must be made in Canada or in a country with a free trade agreement with Canada, and its transaction price must not exceed $50,000 unless it is made in Canada.

What changes affect electric vehicle owners in 2027?

An annual fee of $125 for electric vehicle owners applies starting January 1, 2027, and free ferry and toll access for green plates ends on April 1, 2027.
